Planning a special event in Windham? The Town of Windham is excited to introduce the Special Event Application - your one-stop resource for hosting events at our town parks, public spaces, and more! Whether it’s a road race, community festival, or private celebration, this application ensures your event is planned smoothly and meets town requirements.
How Can You Use the Special Event Application?
The application allows you to:
- Reserve town spaces, including parks, trails, and facilities.
- Organize events like parades, concerts, or outdoor entertainment.
- Ensure compliance with permits for sound amplification, food vendors, and road closures.
- Access a streamlined process for town approvals and necessary permits.
Event Tiers: What Level Does Your Event Fall Into?
To make the process simple, events are categorized into tiers based on size and complexity:
- Tier 1: Small Events (100 or fewer attendees)
- Includes events using town facilities such as parks, gyms, or other recreational areas.
- Approval is managed by the Parks & Recreation Director or designee.
- Tier 2: Small Street Events (100 or fewer attendees)
- Includes street closures, parades, road races, and similar single-day functions.
- Approval involves the Police Chief and Public Works Director or their designees.
- Tier 3: Medium Events (100–999 attendees)
- Includes street closures or town facility use for larger single-day events.
- Requires approvals from multiple departments, including Parks & Recreation, Police, Fire, Public Works, and Code Enforcement.
- Town Council Approval (Special Tier):
- Events expecting 1,000+ attendees or lasting more than two consecutive days require Town Council approval.
What You Need to Know:
- Application Fee: $50 (non-refundable).
- Deadline: Submit at least 14 days before your event.
- Additional Requirements:
- Attendance over 50: A Certificate of Insurance (COI) is mandatory.

- Download the application from the Windham Parks & Recreation website.
- Fill out details about your event, including location, expected attendance, and logistics.
- Submit your application with the required fee to the Parks & Recreation Office.
